Ireland's legal inversion is genuinely unusual

Every other country defines winter as standard time and summer as a departure from it. Ireland does the opposite. Under the Standard Time (Amendment) Act 1971, Irish Standard Time is UTC+1 — the summer offset — and the winter period is written into law as a deviation from that standard. The clocks end up reading exactly the same as the UK's all year; only the legal description is reversed. It is a piece of statutory tidying from Ireland's brief 1968–71 experiment with year-round summer time that was never unwound.

Why India Is Half an Hour Off

IST is anchored to the 82.5° E meridian, which runs near Mirzapur in Uttar Pradesh. Earth turns 15 degrees an hour, so 82.5 degrees is exactly five and a half hours — hence UTC+5:30, and hence the half hour that catches out every scheduling tool that assumes whole numbers.

The choice was a compromise. India spans roughly 28 degrees of longitude, from Gujarat in the west to Arunachal Pradesh in the east. A whole-hour offset would have had to sit at 75° E (UTC+5) or 90° E (UTC+6), and either would have pushed one end of the country badly out of step with its own daylight. Splitting the difference at 82.5° E put the national clock closest to the middle. The standard was adopted in 1906, and India kept it after independence in 1947.

India is not alone. Several zones run on half or quarter hours, and they exist for the same reason — a country whose useful longitude does not land conveniently on a whole-hour line.

Half-hour offsets are a recurring bug class

A great deal of software still stores time-zone offsets as whole hours, or formats them as ±HH without minutes. India is by far the largest population that breaks those assumptions, so IST is usually where the bug is first reported — and Nepal at UTC+5:45 then breaks the fix. One Clock for 2,900 Kilometres

India runs a single official time zone across a country wide enough to justify two. The result is a real and visible gap in daylight between its ends: the sun rises in Arunachal Pradesh roughly two hours before it rises in Gujarat, but both start the working day on the same clock. In the northeast that can mean sunrise before 5:00 AM and darkness by 4:30 PM in winter, with offices still keeping standard national hours.

Assam's tea industry solved the problem informally and a long time ago. Plantations there have worked for over a century on "chai bagan" time — tea garden time — one hour ahead of IST, so that field labour tracks the actual daylight rather than the national clock. It is not an official zone, but it is a working one, used daily by a substantial industry.

Proposals for a second official zone recur. In 2018 researchers at the CSIR National Physical Laboratory, which maintains India's official time, published a case for a separate UTC+6:30 zone for the northeastern states, arguing for meaningful energy savings and better alignment of working hours with daylight. The counter-arguments are consistent: the risk of confusion on railways and in aviation, and the symbolic weight of a single national time. No change has been adopted.

India Does Not Change Its Clocks

IST has been a fixed UTC+5:30 since 1971. Daylight saving has only ever been used in India as a wartime measure — briefly during the conflicts of 1962, 1965 and 1971 — and never in peacetime.

The reason is latitude. Daylight saving pays off where summer and winter days differ sharply in length, which is why it is a northern European and North American habit. Much of India lies between 8° and 30° N, where the variation across the year is modest and the gain from shifting the clock is correspondingly small. The National Physical Laboratory has examined the question repeatedly and concluded each time that it is not worth the disruption.

For anyone scheduling with India, this has a useful consequence and a trap. The useful part: India's offset is one of the few in the world you can memorise once and rely on. The trap: the gap between India and your own country still changes twice a year if you observe daylight saving. A recurring call that works all winter will be an hour off every spring — and it will be your clocks that moved, not India's.

Europe is the easy one; California is not

India and Western Europe share a genuinely comfortable window — the Indian afternoon is the European morning, giving three or four overlapping working hours without anyone staying late. California, at twelve and a half hours' distance, has essentially none: 9:00 AM in Los Angeles is 9:30 PM in Bengaluru, which is why teams spanning those two zones tend to run asynchronously and reserve live calls for a fixed weekly slot that someone has agreed to take outside their own hours.
